This is very similar to Van Dyck's famous portrait of the Earl of Strafford with Sir Philip Mainwaring (Private Collection), except the artist (and perhaps even the sitters) appears to be Dutch.
The older man is seated at a table with a paper in his right hand, apparently dictating to a younger man; on the table are an ink-well shaped as a crab and a sprinkler in the shape of a frog climbing on a shell.Provenance
First recorded in the Queen's Drawing Room at Kensington Palace in 1818 (no 135), where it appears in Pyne's illustrated Royal Residences of 1819 (RCIN 922152).
