John Townshend was the son of the 2nd Viscount Sydney, whom he succeeded in 1831. He was Member of Parliament for Whitchurch 1826-31, and Lord Lieutenant of Kent 1856-90. He served both George IV and William IV and was twice Lord Chamberlain and twice Lord Steward. Here he is depicted in court uniform, with the ribbon and star of the Bath, holding his white staff of office. It is possible that this picture is a study by Hall in connection with Townshend’s portrait in the Marriage of Princess Louise (RCIN 404485).
