He is wearing the uniform of a Colonel Commandant of the Royal Engineers and the Order of the Bath. The photograph is surrounded by two watercolour illustrations by the military artist Orlando Norie showing soldiers signalling and building bridges. Sir John Lintorn Arabin Simmons was the British Commissioner attached to the Turkish Army during the Crimean War and later served as the Governor of Malta.
