Henry Bliss, was a lawyer and agent to Parliament for the provinces of New Brunswick and Nova Scotia whose remit was to seek favourable legislation for the two provinces and to warn against unfavourable laws. He served in London in this capacity between 1824 and 1846, writing several pamphlets on colonial matters. This pamphlet on the proposed unification of Upper and Lower Canada was published in 1839. In it, he analyses the Bill, comments, and makes recommendations on each of the articles. While generally in favour of the move, he warns against the union being a federal one, such as that of the United States.
